As a first grade teacher, I do not give penmanship grades but rather critique each child’s writing as it is being done. At the moment, my eraser really likes to erase letters and make the students do them again. The goal is to keep the eraser sad because he doesn’t get to erase very many letters. If the page is well done, students get a sticker. As for report card scores, I am pretty subjective and go by daily student work rather than their actual penmanship pages.
For oral reading I use the rubric in CLE’s first and second grade reading series. (It’s in the teacher guides.) Another good rubric for oral reading fluency is from Pacific Resources for Education and Learning by Timothy Rasinski. http://files.eric.ed.gov/fulltext/ED483166.pdf
